Process turn into a joint-stock company the enterprises has come to an end. It should end in October of last year, but was a little tightened. It has occurred not because of combine. Turn into a joint-stock company is very global action in which structures Rosatoma and Rosimuschestva participated. Huge work on registration of the necessary documentation has been done, and on August, 15th registration plant as Open Society became logic end of this process. Our enterprise was a part Atomenergoproma - holding which consolidates about 50 former state[ru] enterprises and establishments.
It is the first stage in the course of re-structuring of nuclear branch, reduction of today's structure Rosatoma to present conditions of market economy which now function in our country[ru].
The director of Open Society plant A.P. Knutarev answers questions of journalists:

Ultimate goal of reforming maintenance of performance of those problems which face to nuclear branch. Thanks to this step what was wanted for a long time by our partners has come true - the civil part was separated from the military. With construction of effective structure Rosatoma we will have a possibility to solve many problems. Under earlier current legislation directing bodies in our structure had no right to have an economic board and have been deprived a legislative part. Plant too always suffered from absence of an accurate vertical of a management, now this problem will dare.
The government incurs certain obligations on support of our branch till 2016, and further we should solve all questions at the expense of means which will appear in branch. Therefore now the primary goal of branch and our enterprise - to increase efficiency of work.
What functions will be carried out by enterprise board of directors?
The structure of board of directors included five persons: two representatives of holding "Atomenergoprom", on one from state corporation "Rosatom", Tehsnabeskport and plant. The chairman of Board of directors appoints Vladimir Sinitsin the director of department Nuclear energy industrial a complex. The basic function of board of directors to define directions of activity of the enterprise. Besides, the board of directors approves all programs, plans, budgets, supervises activity of executive management, considers and recommends to the statement annual reports on our activity. According to the legislation on certain gradation approves large transactions, considers creation of special funds at the enterprise, solves questions of our participation in the various legal organisations. Besides, offers nominees at change of director plant. Under the law and under our charter at board of directors of only 36 powers. Considering that from five participants of board of directors at us four Muscovites, of course, the basic work will be in Moscow. However for the decision of these questions we have already created a corporate governance department at combine.
Many the question, what further destiny of not profile divisions of combine in connection with change of the status of the enterprise interested?
At turn into a joint-stock company the social partnership remains. We studied a question of not profile divisions on an example of the enterprises, which turn into a joint-stock company before us. At present some of them were already released from the social sphere, some have left it partially, someone managed to keep almost in full. At us the most part of social sphere is kept, though there are divisions which do not give us profit is ODOU (a department of preschool educational institutions), agrofirm "Ural", as well as a dispensary and children's[ru] health[ru] camps.
The form of social partnership can be different creation of establishments as it is made in sport club "Cedar", also creation of noncommercial partnership. These questions will be worked in 2009-2010. Position about an order of drawing up of the budget where there is a line social sphere, an another matter has now come, that in due course, probably, specifications of the expense of profit on these purposes will be developed. We will search for more effective form of partnership and to aspire to that the social sphere in its any form provided needs of workers of combine.
How change of pattern of ownership plant will be reflected in members PONP? Whether it will turn out so, what pensioners remain without combine support?
The combine position in this question is simple pensioners are necessary for assisting. Both the combine, and at Rosatom has an intention to support our pensioners. In structure of formation of the budget there is a line Material support of pensioners. We are authorised to form this article, but a question in what will be size of this support on standard indicators. Most likely, our branch goes passing to professional pensions is the most fair approach when are considered both working conditions, and the contribution of each worker for branch.
What experts of trades the combine today requires? What actions are spent on fastening of shots?
The question of shots is actual today not only for all nuclear branch, not only for the enterprises of Sverdlovsk area, but also for our combine. By results of the analysis, first of all from us electrical engineers, mechanics, assemblers, repairmen, tutors leave, cattle breeders have started to leave.
For last year we have employed 183 graduates of educational institutions, and for eight months 2008 already 197 persons. We solve a personnel problem - the youth to us comes, and we are very glad to it. But the aging of the team is still a concern. In connection with re-structuring process there will be a question on increase of labour productivity and reduction of number of workers. But it does not mean, that reduction will be carried out at the expense of dismissal.
To stimulate people to work at the enterprise, there are two ways: the salary and habitation. We quarterly a case in point of possibility of increase of the salary also raise it, advancing inflationary processes in the country. Recently we have renewed position about monetary compensation for work as smaller structure, for performance of additional amount of works etc. For encouragement of workers the fund of heads has been increased and new Positions on stimulation of workers are entered.
As to habitation today the city program is carried out by combine. It is one of the major social problems who systematically solves our enterprise. We give special attention to young families if at the moment of acquisition of new habitation and before loan repayment in a family born[ru] a child, - it receives ten square metres in a gift from combine.
This year for actions for a title of capital construction and repair by combine it is allocated over six billions roubles. That it was possible to reach in this sphere?
Last years the volume of a title of capital construction and repair is really very high. Any action for these titles does not remain outstanding, all terms are sustained. The basic directions on the future is a modernisation of our manufacture, modernisation, increase of reliability of power supply of combine.
As to not profile manufactures, first of all for object 47 the laboratory for working out of new samples of neutralizers has been created. Till 2010 we plan to complete garage for our motor transportation shop. That it is good to serve social sphere, we complete new industrial base for 77 shops. Also work on preparation for building of club-dining room of children's improving centre "cape Verde" is developed. In the heat capital restoration of the former library on the Theatrical area where we plan to place a museum of history plant.
Change of the proprietor always causes certain fears in workers in connection with possible changes of structure, number, the salary, introduction of new requirements from the employer. According to Anatoly Petrovich, in connection with turn into a joint-stock company, of course, at combine there will be changes, but Plant was and remains the world's largest enterprise for uranium enrichment, the developer and the manufacturer of the newest devices and control systems of technological processes in the nuclear industry. The unique equipment, high technologies, high culture of the manufacture, rich labour traditions of collective and will allow combine to solve henceforth the challenges.
